No permit is required for a raffle as long as the tickets are only sold at the event itself and the value of prizes does not exceed €4000. You cannot sell raffle tickets before the event, including door-to-door or leaving tickets in a local shop. If you wish to do this, or the value of prizes exceeds €4000, you will require a Garda permit. There are only two permits per year allowed for HOPE for these purposes, so we ask that you restrict your raffles to small raffles at fundraising events only.
